PROGRAM:

El Cajon Chief of Police Mike Moulton.  Seems Mike, Rob and Newbie Jason were all hired by then-Chief Bob Moreau at the same time.

Chief Mike grew up in Descanso and attended Mt Empire (the past 3 Chiefs were all El Cap graduates).

The ECPD has 120 sworn officers and 70 non-officers on the payroll.  Each shift is 12 ½ hours.  The EC Police respond to 70,000 calls per year and complete 12,000 reports each year.  The Dispatch Center takes 208,000 calls per year.  Drugs, gangs and traffic used to be the old issues but now it’s the homeless.   The department received 9000 calls for homelessness last year.

There are 4 levels of priority as calls come in and Priority 1 would be about a life and death situations and the average response time is 6 ½ minutes; for Priority 2 it would be a 9 minute response time and that is for crimes in progress; Priority 3 28 minutes and Priority 4 is approx.. 48 minutes.

The hiring process from Application to swearing in is 18 months.  Physicals, written exams and panel review take up about 6 months.  Then the Academy is 7 months followed by field service training for 5 months.

EVERY marijuana dispensary in El Cajon is illegal and when one pops up they are closed down as soon as they are discovered.

Chief Mike offered that he would enjoy coming back again – he liked the ‘bantering’ among members.
